In standard economic theory, the economic agent is assumed to be a utility maximiser, which means that he or she is choosing the best possible option under given constraints. The assumption that the economic agent is choosing what is best for him or for her – for whatever reason – is thus justified. However, experimental and behavioural results show that subjects do not necessarily conform to the rationality postulates that utility maximisation implies. For example, people may engage in preference reversal, that is, show some inconsistent behaviour. But if this is the case, then there is no guarantee that the economic agent is indeed choosing what is best for him or her and no kind of welfare statement can be made given the traditional understanding of welfare in economics.
In this reading group, we want to look into some classical papers of welfare analysis as well as some critical analysis of the standard welfare account, from a more conceptual as well as from a behavioural perspective. Finally, we will discuss some alternative accounts of welfare assessment that have been proposed in more recent years.
